I used InstallRite to make my own installer from a known good fresh install to fix a broken Office 2000. "Please wait while Windows configures Microsoft Office 2000" kept popping up. I uninstalled Office 2000, registry entries under HKLM and HKCU, \program files\office. Installed my new package and overwrote all files. Office works correctly now.
